The State of Baden-Württemberg, hereinafter referred to as ‘the State’, supports local and regional integration projects. Integration takes place primarily at a local level, that is, in the city and district authorities, towns, parishes and local authorities. The State therefore calls on local authorities and other stakeholders involved in local and regional integration work to participate in the development of integration policy standards at local level, thereby helping to improve opportunities for people with a migrant background to participate in key areas of society at a local level. The integration of people with a migrant background is understood here as a process involving society as a whole, the success of which depends on the participation of everyone.
Stuttgart Regional Council
The primary recipients are local authorities and associations comprising several local authorities, as well as independent organisations, in particular federations, associations and foundations.
Applications must be submitted using the application form published on the Stuttgart Regional Council’s website; the original form must be signed by hand and scanned, then emailed to the Stuttgart Regional Council at Integrationsfoerderung@rps.bwl.de.
Approval based on funding recommendations
The approving authority grants approval of the submitted applications on the basis of funding recommendations made by a jury established to advise on the applications. In justified individual cases, the approving authority may deviate from the funding recommendations.
The jury convened by the Ministry of Social Affairs consists of one representative each from the four regional councils, the three local authority associations, the State Association of Local Migrant Representations, the State Association (post-)migrant organisations, the League of Independent Welfare Organisations, and integration research, as well as three representatives from the Ministry of Social Affairs.
The jury deliberates on the applications in a closed-door meeting and makes recommendations for the funding decision. To issue a funding recommendation regarding an application, a two-thirds majority of the jury members present is required in each vote on that application. The jury has a quorum if at least twelve members are present.
The members of the jury decide whether to make a recommendation as part of a comprehensive assessment by all jury members, based on the following criteria:
The jury shall record the main reasons for and against the funding recommendations for each application discussed in the minutes of the meeting. The minutes of the meeting shall not be published.
The deadline for submissions is set out in the call for proposals.
To submit an application, a fully completed application form must be submitted. In addition, independent organisations are required to complete Appendix A, which is attached to the application form.
