Note: The LUBW is responsible for investigation centres that have their registered office in Baden-Württemberg or investigation centres that wish to operate primarily in Baden-Württemberg.

The application for recognition as an inspection body in the waste management sector must be submitted in writing to the competent authority. Recognition is revocable. The investigation task for which authorisation is to be granted must be specified in the application.
The application form and other documents required for the application (declaration of commitment, list of procedures for the application for recognition) can be requested informally by sending an e-mail to Post-ASUS@lubw.bwl.de or downloaded here .
The competent body checks the application documents for completeness and then confirms receipt of the application in writing or by e-mail. If documents are missing, the competent body will request that they be submitted within a reasonable period of time. Once the complete documents have been received and all requirements have been met, the competent body will issue recognition by means of a decision.
Recognition ends after 5 years at the latest. Recognition can be extended upon application. The application for renewal must be submitted at least 3 months before the recognition expires.
The LUBW has a processing period of 3 months after receipt of the complete application documents (initial application, amendment application and renewal application).
The following documents must be submitted to the Landesanstalt für Umwelt Baden-Württemberg for recognition as an inspection body in waste management:
Note: In the case of an extension of the recognition, only the list of procedures and the declaration of commitment must be attached to the application - provided that it is ensured that the documents available to LUBW from the initial application are up to date.
A fee is charged for the recognition, withdrawal or rejection of an application, the extension and revocation of recognition. The fee is charged according to the cost and scope of the recognition procedure. The fee is set in accordance with Sections 4 and 7 of the State Fees Act (LGebG) of 14 December 2004 (GBl. p. 895) in conjunction with Section 10.1 of the Ordinance of the Ministry of the Environment and the Ministry of Food and Rural Areas on the Fees of the State Institute for the Environment, Measurements and Natural Protection of Baden-Württemberg (Fee Ordinance - LUBW) of 1 December 2006 (GBl. No. 15, p. 387), as amended.
The processing time depends on the scope of the recognition, but is a maximum of 3 months from receipt of the complete application.
Laboratories that have been recognised must regularly take part in quality assurance measures (round robin tests).
The LUBW announces the interlaboratory tests requiring participation at the beginning of each year.
Recognition is generally valid for five years. However, the competent body can revoke it at any time.
For laboratories that prove their competence by means of an accreditation, the recognition is valid until the accreditation expires.
